PRESIDENT’S REPORT:

President Mack Wilson explained that he has been work so hard to get bidding from affiliated clubs from 2010 to 2014. Also he explained that MarVA drop the plan for 2010 then he asked Hearing Impaired Bass Anglers of the Society of St. Louis (HIBASS) to work together with our NBAD in 2010. They accepted.

VICE PRESIDENT’S REPORT:

Scott Hostetler explained about Top Six Team Contest and guideline. There will be no practice start after Monday Lunker Contest.

SECRETARY’S REPORT:

The minutes of NBAD Executive Board meeting, June 7, 2008, NBAD Council of Representatives meeting, June 7,2008 and General Assembly meeting, June 8,2008 were read and accepted by Council of Representatives.

TREASURER’S REPORT:

Pro Tem Treasurer Dave Coles to informed that the audit is not done yet and will report to next General Assembly.

EXECUTIVE BOARD REPORT:

Secretary Dave Coles report from Executive Board meeting was held on June 14, 2009.

2009 GENERAL CHAIRPERSON’S REPORT:

David Couch explained that inspect for fishing boats will start at 5:45 am at boat inspection area at the dock of Marina. Also he explained where the location for weigh-in site. He want to make sure that you following seven things that you must show at the boat inspection.

Please make sure that your boat not enters where two yellow ribbon with poles that is for catch and release fish are. Also let them know there is limit of 16 weigh bags at the weigh-in site. If it is run out then you have to wait to take turn to get it.

He explained there is no fishing allows inside this cove and follow dotted line between coves is no fishing allowed.

2010 GENERAL CHAIRPERSON:

Jeffery Willoughby explained that he will get more information from Prizer Point Marina and Resort for rate of cabins, etc by September then will announcement.

UNFINISHED BUSINESS:

Constitution Article IV - MEMBERSHIP:

Section 1:

Old sentence:

Membership in this organization shall be open to any or hard of hearing devotee of bass fishing, either attached to bona-fide bass club of deaf or hard of hearing.

NEW SENTENCE:

Membership in this organization shall be open to any deaf or hard of hearing and/or hearing immediate family member only of bass fishing attached to bona-fide bass club of the deaf or hard of hearing.

Section 2:

Old sentence:

The hearing spouse of a deaf or hard of hearing member of this organization shall be eligible for membership will full membership privileges. He or she make the part in its discussions and vote, but not hold office and cannot participate in NBAD Lunker Tournament or annual tournament.

New Sentence:

The hearing immediate family member of a deaf or hard of hearing member of the organization shall be eligible for membership with full membership privileges, he or she make take part in its discussions and vote, but shall not hold office and can participate in the NBAD Lunker tournament and annual tournament. “Immediately family members, One’s parents, step-parents, spouse, children, step-children, foster children, grandparents, and grandchildren ONLY.

Not allowed any hearing peole out of immediately family- friends.

A hearing individual are required to have ability to use American Sign Language.

Troy Davenport, Jr, moved that the motion be postponed indefinitely, Rondale Ketchum (Seconded) Passed.

NBAD OFFICERS:

Proposed

As counting for the yearly anniversary, a participant with paid fee must fish at least one day in three-day tournament. If they pay the tournament entry fee or make a cash donation and not fish any day during the tournament do not count toward the yearly anniversary.

Proposed

Motion that Big Bass Pot; 100% payback optional Big Bass Pot is available for $5.00 for three day- tournament. The Big Bass Pot shall be give who catches the heaviest weight lunker within three-day’s event. Money for the Big Bass Pot will be collected at the registration meeting. (Money, personal check or cashier checks is accepted with tournament entry fee and at the door (Cash only). If anyone got heaviest weight lunker but didn’t pay for Big Bass Pot then the monies will hold until next year with included with extra Big Bass Pot and still 100% payback.

Rondale Ketchum amend if participant can’t get it then monies will go to second place.

The main motion and amendment were passed.

Proposed

Motion to increase from $30.00 to $40.00 for affiliation fee. The last time it was increased in 2002. The cost of living has been increasing lately. We need to keep up with the cost of materials, and needs, etc.

ARTICLE XII - HOST’S REPONSIBILITY:

SECTION 2 - H:

Old sentence:

The host bids for a selection of the lake but it cannot bid the same NBAD Headquarters site within five (5) years.

New sentence:

Makes a motion that if a tournament is held at the particular lake “once” within five years at the headquarter site (lodging, meeting and bass tournament). Effective in 2010.

SECTION 1 - G:

Old sentence:

Each affiliated club shall be qualifies for the Robert Southwell Top Six Awards. The awards are $120.00 for the first place, $90.00 for second place and $60.00 for third place. The money prizes shall be paid from the affiliated fees. Each affiliated club shall pick at least four and up to 6 six affiliated members with the best-combined weighs to qualify for the Robert Southwell Top Six Awards. A participant can be an affiliated member in one or more affiliated clubs but must choose at least (1) affiliated club for the Robert Southwell Top Six Awards.

New sentence:

Make a motion to remove 2nd and 3rd place for Top Six Awards. And need to change the sentence that “least four and up to six affiliated members” to at least 4 to 6 affiliated members of the Top Six Awards. Effective now. Withdraw

ARTICLE VI - EXECUTIVE BOARD:

Old sentence:

The executive board shall have two former NBAD officers. They shall serve a term of four (4) years. They shall be elected alternately every two years as the general meeting.

Make a motion to add as former General Chairman. Effective immediately.

California Deaf Bassmasters Club:

Proposal:

Eliminate the Monday Lunker in it’s entirely. The lunker fee will become an option and split evenly during 3 day team tournament. For each day, the heaviest bass shall become the lunker bass and the award shall be awarded. In case of tie in weight, the longest length will break the tie, in case of tie both length and weight; the award shall be split equally.

Alan Rork amended to move from Tuesday, Wednesday and Thursday to Monday, Tuesday and Wednesday.

The main motion and amendment were failed.

Dallas Bass Anglers of the Deaf

BYLAWS:

ARTICLE 1 - DUTIES OF OFFICERS:

SECTION 3: NBAD Secretary

SECTION 4: NBAD Treasurer

A) proposal to established office at Secretary/Treasurer only. Effective immediately.

ARTICLE IX - DUES

Section 4: for all independent member and non-affiliated members shall pay additional thirty ($30.00) fee which will go to NBAD fund. The fee shall be waived for NBAD rookies.

B) Disagree that motion! If passed then NBAD must pay back to non-affiliated club members now.

ARTICLE V- OFFICER’S POWERS:

Section 6: During the Annual NBAD Tournament the following schedule shall be adhered to as:

1.) NBAD Executive Meeting during Sunday morning

2.) NBAD officer’s luncheon during Sunday noontime.

3.) Council of Representatives Meeting during Sunday afternoon

C.) Make a motion that change to Saturday during all meetings . At registration must be Sunday afternoon only.

ARTICLE VI - HALL OF FAME AND AWARDS:

Section 14: NBAD is limited to $250.00 for the plague expenses.

D.) Make a motion that change to the host club is responsible paying limited to $250.00 for plaque/award expenses. Withdraw

ARTICLE VII - TOURNAMENT RULES:

SECTION 10 - SCORING: NBAD will deduct two ounces(2oz) for each dead bass brought in for weight -in by each participant.

E.) Make a motion that change from two ounces (2oz) to .50 (1/2lbs).

SECTION 18: FISHING GUIDES: There shall be no fishing with a guide for hire within fourteen (14) days prior the first day of Monday NBAD Lunker Tournament and NBAD tournament. With any evidence of hiring a guide, the contestant will be disqualified for the entire NBAD Tournament.

F.) Make a motion to change from 14 days to 30 days.

Illinois Deaf Bass Anglers

Proposal:

1. Should have NBAD patch on all NBAD affiliation club shirts.

Proposal:

1. Motion to change for quarantined of $7,000.00 to base on 50 or 75 boats and change from $7,000.00 to split money to start with 1st place to ?? As depend how many participants for any future tournament.

For example:

From 60 anglers and 30 boats.

$65.00 from entry fee From $7,000.00

1st Place: $1,095.00 + $2,000.00 = $3,095.00

2nd Place: $ 900.00 + $1,500.00 = $2,400.00

3rd Place: $ 600.00 + $1,000.00 = $1,600.00

4th Place: $ 500.00 + $ 800.00 = $1,300.00

5th Place: $ 400.00 + $ 700.00 = $1,100.00

6th Place: $ 275.00 + $ 600.00 =$ 875.00

7th Place: $ 130.00 + $ 400.00 = $ 530.00

Total $3,900.00 Total $7,000.00 + $3,900.00 = $10,900.00 for final prizes.

Eric Hamlow amends by striking out “50 to 75” and inserting “numbered” and ‘to split money” and inserting “ primed format cash out”.

2. Motion to have $150.00 with included affiliated fee then $150.00 will go to escrow and hold for next daily prizes every year.

SVACCD:

It should say….. The hearing immediate family member of a deaf or hard of hearing impaired member of this organization may be eligible for membership and fishing privileges. But they can NOT take a part in discussions, vote and hold office. They can ONLY fish with their deaf or hearing impaired family member. Also, they MUST be fluent in American Sign Language, and being involved with Deaf communities/events. Definitions of “Immediate family members” as following spouse, children (natural, step, or foster) ONLY. And the part it says that “They can NOT take a part in discussions, vote and hold office” can NOT be modified or changed in the future.

In new business/…. We had passed some motions and made them as “Effective as of now”. We should have not done that in the future, unless emergency or a special situation that applies to the current event. We can pass the motions, and at next year meeting, those COR who did not show up can bring those motions up for discussions or modification, before it becomes official.

Tournament Bidding Sites:

Mack Wilson accepted all bids from 2010 to 2014 and accepted by COR Representatives.
